India Opens Doors to Global Electric Vehicle (EV) Giants with Portal Launch under Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI)
The Ministry of Heavy Industries (MHI) has launched the online application portal for the Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI), aimed at strengthening India’s position as a global electric vehicle (EV) manufacturing hub. Applications are open from June 24, 2025, until October 21, 2025. The scheme was initially notified on March 15, 2024, with detailed guidelines issued on June 2, 2025. It aims to attract global investment in EV manufacturing, reinforce the Make in India and Aatmanirbhar Bharat missions, and support India’s climate commitments, including achieving Net Zero by 2070.
Union Minister of Steel and Heavy Industries Mr. Haradanahalli Devegowda Kumaraswamy stated that the scheme marks a defining moment for India’s future-ready mobility vision under the leadership of Prime Minister Mr. Narendra Modi. Approved applicants will be allowed to import Completely Built-in Units (CBUs) of electric four-wheelers (e-4W) with a minimum Cost, Insurance, and Freight (CIF) value of Rs. 30,12,170 (US$ 35,000) at a reduced customs duty of 15% for five years. Applicants must commit to a minimum investment of Rs. 4,150 crore (US$ 482 million) and adhere to domestic value addition (DVA) milestones. The scheme balances advanced EV technology imports with the development of indigenous capabilities, thereby promoting job creation, industrial growth, and India’s emergence as a trusted EV manufacturing destination.
