EESL Announces Tender For 250 Electric Cars To Be Deployed Pan-India

The Energy Efficiency Services Limited (EESL) has invited bids for the procurement of 250 electric cars.

These electric cars will come with three years of warranty and a comprehensive annual maintenance contract (AMC) of up to eight years. The contract will also include on-site supply and maintenance support for electric cars on a pan-India basis.

The total number of 250 cars will include 100 electric cars (Lot 1) with length more than four meters and range of at least 300 km, and 150 electric cars (Lot 2) with length less than four meters and range of at least 250 km.

The last date for the submission of bids is August 07, 2020. The bidder should submit a bid security amount of ₹3.1 million (~$41,067) for Lot 1 and ₹3.15 million (~$41,729) for Lot 2. If the bidder quotes for both the lots, he will have to submit an amount of ₹6.25 million (~$82,797) as the bid security amount.

The Asian Development Bank (ADB) will provide financial aid to borrowers under this contract. The open competitive bidding will be conducted in accordance with ADB’s single-stage: two envelope bidding procedure, and there is no country restriction on this tender.

Regarding the technical criteria, the bidder should have been in the business of manufacturing automobiles, or internal combustion engine cars, or electric cars, for the past three financial years. The bidder should have manufactured, tested, and supplied a minimum of 400 electric vehicles or internal combustion engine cars in the last three years.

The net worth of the bidder should not be less than 100% of the paid-up capital, and the same will apply for all members of the consortium or joint venture. The average annual turnover of the bidder should not be less than ₹465 million (~$6.16 million) for Lot 1, and for Lot 2, it should be at least ₹470 million (~$6.23 million). For bidders participating in both the lots, the turnover should be ₹935 million (~$12.39 million).

Earlier, EESL had floated a tender to procure 1,000 electric cars with a driving range over 180 km on a pan-India basis. The scope of work included designing, manufacturing, supplying, and maintenance of the cars at the required locations in the country.

Recently, EESL invited bids from management agencies for the deployment of its electric cars to various government organizations and public sector undertakings on lease and rental models in Jharkhand.
