Haryana proposes mandatory EV charging infrastructure in buildings, seeks public feedback

In a major push towards electric mobility and future-ready urban infrastructure, Haryana’s Town and Country Planning Department (TCPD) has proposed amendments to the Haryana Building Code, 2017, making electric vehicle (EV) charging infrastructure mandatory in both residential and non-residential buildings.

According to a public notice issued by the Directorate of Town and Country Planning, dated April 27, the proposed amendments have already been approved by the government and are being placed in the public domain for objections and suggestions from stakeholders and citizens within 30 days, up to May 26.

Under the revised norms, all new and renovated non-residential buildings, such as shopping complexes, malls, hotels, and office spaces — with parking for at least 10 cars, will be required to provide at least one EV charging spot for every three parking slots. In addition, such buildings must be made 100 per cent EV-ready, with conduits installed for charging points.

Similarly, residential complexes, including cooperative housing societies, group housing projects, and RWA-managed residential blocks with parking space for 10 or more cars, will have to provide one EV charging spot for every five parking slots, along with complete EV-ready conduit infrastructure.

Significantly, the amendment specifies that the EV charging infrastructure will be exempt from Floor Area Ratio (FAR) calculations, a move expected to encourage developers and housing societies to adopt the new norms without concerns about additional built-up area restrictions, said a senior TCPD official on condition of anonymity.

The draft also allows charging spots to be installed in basements and on stilt floors, subject to compliance with prescribed fire safety standards.

The Director, Town and Country Planning, has invited suggestions and objections via email from the general public and stakeholders before the amendments are formally notified.

The amendments for include EV charging infrastructure will be included in Section 6.3(3) of the Haryana Building Code-2017.
