Hry For Freeing EV Infra From FAR Limits

To push adoption of electric vehicles (EVs) in the state, the Haryana government has proposed an amendment in its building code, making electric vehicle charging infrastructure free of the Floor Area Ratio (FAR) clause. Apart from this, vehicle charging points would be mandatory and these rules would be applicable on group housing societies, commercial and IT buildings in the state.
As per the draft amendment in the Haryana building code 2017, “Electric vehicle charging infrastructure shall be made free of FAR and two electric vehicle charging points per 100 ECS (equivalent car space) shall be made mandatory in group housing, commercial and IT buildings”.
These new provisions would be inserted in chapter 6 in code 6.3(3)(viii) after clause c in the Haryana Building Code 2017.
These amendments have already been approved by the state government and now the town and country planning department has asked the public and stakeholders to provide suggestions or objections to these draft amendments by July 22. 

The state government has also proposed providing data centres and parking requirements of one ECS for 200 square metre of covered area in open areas.
This follows a strong demand from the Residents Welfare Associations (RWAs) of the group housing societies, especially in Gurgaon district in Haryana, where the number of EV users is significantly high. The lack of clarity on charging stations in the group housing societies had also led to minor disputes among members of the societies. 

The RWAs in Gurgaon had earlier written to the authorities urging the administration to issue directions/guidelines regarding installation of EV charging stations in societies.
Apart from Gurgaon, the move would also be of great benefit to the group housing societies in Panchkula, which has a significantly high number of such housing societies.
Once finalized, the proposed amendment would pave the way for setting up of EV charging stations in the group housing societies and other commercial buildings in the state, and such infrastructure would be developed in the additional space available with the societies on their premises without any penalty of additional payment for the increased FAR.
