Kerala Invites Bids From EPC Contractors To Set Up EV Charging Stations

Kerala State Electricity Boards Limited (KSEB) has invited bids from engineering, procurement, and construction (EPC) contractors to install 26 electric vehicles (EV) charging stations at various government-owned locations in the state.

The estimated value of the contract is ₹47.4 million (~$633,880). The last date for the submission of bids is August 10, 2020.

Interested bidders are expected to submit an earnest money deposit (EMD) of ₹100,000 (~$1,337). This tender is exclusively for empaneled bidders against the expression of interest (EoI released by KSEB last year.

The successful bidder will have to submit the time-schedule and program for the installation, testing, and commissioning of electric vehicle charging stations within 15 days from the date of the Letter of Acceptance (LoA). The work must be completed in four months from the date of execution of the contract.

The scope of work includes the supply, installation, testing, commissioning, training, and handing over of the EV charging stations. All charging stations will be equipped with smart energy meters for the measurement of electrical energy consumption. The stations will have two years of warranty along with another three years of extended warranty.

20 stations will have chargers with the following specifications

Bharath AC 001 10 kW (three guns of 3.3 kW each)
Bharat DC 001 (15 kW) – one gun
CCS+CCS 50 kW – two guns
Six stations will have chargers with the following specifications:

Bharath AC 001 10 kW (three guns of 3.3 kW each)
Bharat DC 001 (15 kW) – one gun
CCS+CHAdeMO 25 kW – two guns
The premises owned by the government or KSEBL where the chargers are to be installed would be located in the districts of Trivandrum, Kollam, Pathanamthitta, Alappuzha, Idukki, Ernakulam, Kottayam, Palakkad, Malappuram, Wayanad, and Kasargod.

Earlier this month, KSEBL disclosed the list of empaneled bidders that intend to set up the charging stations for commercial operations at the specified locations. An official had then informed that the state government had invited price bids from the empaneled bidders for 56 EV charging stations under the second phase of the program. He said that the government has laid out three phases for the installation of EV charging stations across the state.

Kerala was one of the first states to start focusing on the promotion of electric mobility. Kerala’s budget for the financial year 2019-2020 also puts the impetus on the development of the EV sector in the state.

Last year, the Kerala State Road Transport Corporation (KSRTC) had floated a tender to procure 250 non-AC electric buses under wet-lease on the OPEX model for the zones of Thiruvananthapuram, Kozhikode, and Ernakulam.
